SEALED BID NOTICE

Cloud Infrastructure Services for Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) Software Deployment

This notice is republished as per the decision of the Executive Committee. The original bid notice published on Magh 20, 2082 is hereby superseded. All prospective bidders are requested to refer to this revised notice and updated submission deadlines.

1. INVITATION FOR SEALED BIDS

PSP Association Nepal invites sealed bids from qualified and eligible service providers for the provision of cloud hosting infrastructure services for the deployment of the AML/CFT software system, as mandated by Nepal Rastra Bank (NRB) for all digital wallets and Payment Service Providers (PSPs) operating in Nepal.

2. PROJECT OVERVIEW

Contracting Authority: PSP Association Nepal

Project Background: In compliance with NRB directives, this project aims to centralize AML/CFT monitoring for the digital payment ecosystem.

Bidders must size their infrastructure to accommodate the following projected volumes for Year 1:

  • Total Customer Base: 1.5 Crore (15 Million)
  • Annual Transaction Volume: 30 Crore (300 Million)

Scope of Services:

  • Provide secure and reliable cloud hosting infrastructure for the AML/CFT software system
  • Ensure high availability, scalability, and regulatory compliance
  • Implement robust security measures and data protection protocols
  • Provide technical support and maintenance services
  • Facilitate secure access for authorised members' digital wallets of the PSP Association

3. TECHNICAL SPECIFICATIONS

The infrastructure must be configured to support the following three core application modules. Bidders are required to provide resources meeting or exceeding these specifications:

4. MANDATORY ELIGIBILITY CRITERIA

Bidders must meet ALL of the following requirements:

Regulatory & Legal Requirements:

  • NRB Compliance: Evidence of compliance with the NRB IT Guidelines and Cyber Security Bylaws.
  • Authorized to operate and provide hosting services in Nepal
  • Valid business registration and necessary licenses

Technical Requirements:

  • ISO 27001 (Information Security) Certification
  • Data Residency: Proof that data remains within Nepal (if required)
  • Dedicated hardware-based Firewalls, IPS, and Geographical attack protection
  • Hosting facility must be at least Tier III Certified (99.98% availability)
  • Redundant fiber backbones from at least two different ISPs
  • Dedicated 24/7/365 NOC team based in Nepal

Note: Bids not meeting mandatory criteria will be summarily rejected.

7. BID SUBMISSION REQUIREMENTS: Technical and Financial proposals must be submitted separately in sealed envelopes marked “Bid for AML/CFT Infrastructure Services”.

8. SUBMISSION ADDRESS: PSP Association Nepal, c/o CityPay Wallet Office, Kamaladi, Kathmandu, Attention: Mr. Binay Regmi, Secretary.

9. EVALUATION CRITERIA: Eligibility Screening → Technical & Financial Evaluation (Technical 40%, Experience 20%, Support 15%, Financial 25%).

10. GENERAL CONDITIONS: PSP Association Nepal reserves the right to accept or reject any or all bids. This is a regulatory compliance project mandated by NRB.
